Deputy, Line managers Substitution, Delegate, a managers substitution will need to be set up, when MSS is used. Most managers would like to assign a substitute for all the administrative tasks so they can prioritize planning and other tasks.  
Solution: Set up access to line managers substitutes so they have access to employees e.g. for approvals of time or travel requests. The deputy or manager substitute is normally granting access to the employees because the manager prioritize his/ here time for other tasks than administrative tasks. The substitute access grants the manager the option for delegating some of the administrative tasks to a substitute, which can be needed in case of travel, vacation or heavy workload. The solution is based on the same concept as we in SAP HCM are using for our managers through an attribute marking based on an relation in the organisational strcuture. The relation can either be the standard relation A010 or a customer specific relation, which can be created as a copy of the manager relation A012. The relation must be created between the substitutes/ delegates position and the organizational unit from where the user is appointed as delegate. To make this relation more easily accessible, you can create an Iview, which gives the manager self service the option for appointing his/ here deputy. From a technical point you will hereafter have to make a copy of the standard function module RH_GET_MANAGER_ASSIGNMENT and rename it to a new function module ZRH_GET_DELEGATE_ASSIGNMENT in transaction SE37. In the portal you will as manager have the option for appointing one of your employees to become substitute. From MSS the manager can manage those substitutes he/ she appoints. The Substitute can then be assigned to receive those task you as manager assign to him/ here. The tasks will automatical be forwarded to the substitutes worklist from where he/ she can handle them. What the delegate/ substitute can get access to will now be controlled by the roles assigned. Especially if you are using the P_ORGINCON object you will have full control of what the delegate/ substitute can use this access for. HINT! The substitution relation can also be used for Identity Management for picking up the roles for the deputy user. Please consider this feature in a roll out with MSS since it is with out doubt that managers will request an option for delegating administrative tasks so they can focus on tactical or strategic tasks.
